Introduction to BIS Certification in India

On September 7, 2012, the Ministry of Electronics and Information Technology (DeitY) of India issued the Electronic and Information Technology Products (Compulsory Registration Requirements) Act. So far, 43 categories of products have been included in the compulsory scope. Controlled products must be tested in laboratories authorized by Indian authorities and registered after testing. They must be labeled with certification marks on the product body or packaging box before they can enter the Indian market. Otherwise, the goods will not be cleared.

The original marking method and the new "standard marking" need to be reflected in the product itself or the outer packaging; the marking content must be clearly visible, prominent, not easy to wear, tamper-proof and immovable, and the standard number and registration font should not be less than Arial 6.


BIS certification application process in India

1. Application. In order to obtain BIS certification, foreign manufacturers usually need to use special applications and prepare relevant documents to apply to BIS headquarters in New Delhi.

2. Recording. BIS examines the application documents and materials submitted by the applicants. If the procedures are complete, the application will be recorded. The applicant must pay the corresponding processing fee.

3. Initial factory inspection. BIS will assign a delegation of no more than two officials to the factory for inspection. The applicant shall bear the expenses of travel, visa fees and corresponding inspection fees of the official delegation to the factory for inspection.

4. Certificate issuance. If the initial inspection and test results are qualified and the applicant agrees to carry out the BIS approved inspection and test scheme and pays the BIS identification fee, a certificate may be issued to the applicant. The certificate is valid for one year. After the certificate is granted, the Licensee shall pay the identification fee and the annual certificate fee every year.

5. Supervision after certification. BIS supervises the quality of its certified products by routine supervision of licensees and surprise inspection and testing of samples in factories and markets. Certificates can be updated if periodic inspections are carried out and the samples taken from the factory or market meet the requirements of the factory inspection and independent test results. The licensee submits an application for renewal to BIS by submitting a designated form. The renewal fee for the certificate is 500 rupees. The licensee also has to bear the cost of sample inspection.
